Ambika Ray The Draft of proposed Bill was prepared Nikhil Bharat in form of preliminary draft long ago for the first time in the year 2011 and reach out to the high command of congress party thru Pradeep Majhi ( then member of parliament from Orrissa who was president of orissa Pradesh congress committee) and subsequently in the year 2014 to the Home Minister Rajnath Singh and thereafter in the beginning of 2016 through kailash Vijayvargiya. I know it because I prepared it being in the legal field.

We understand from Dainik Jugasankha today that a bill in the name of 'The Citizenship (Amendment) Bill, 2016 ' has been moved in the parliament by the Home Minister Mr. Rajnath Singh. We,' Joint Action Committee for Bengali Refugees ' welcome the move of the government. We do not know in detail about the bill,yet we can say that it is a great achievement of the Refugee Organizations. In 2003 the clause 2(1)(b) (this clause defined all the refugees as illegal migrants ) was created at the time of Prime Minister Atal Behari (NDA), now next NDA government under Prime Minister Modiji is compelled to reverse/change the decision. The Congress leaders Mr. Pradip Bhattacherjee (Chairman Home Affairs Committee ), Adhir Ranjan Chowdhury (Member ) and some others also can claim the credit.
